This is a beautiful puzzle by WHSmith. The title is The Elements: Water, by Jan Brueghel the Elder. There are different versions of this allegory.

The puzzle is COMPLETE, as you can see in the photographs of the puzzle assembled. The box shows a little shelf wear and the pieces are in excellent condition.
