This is an extremerly rare puzzle by Japanese manufacturer Sunbird. The title is Empress Eugénie Surrounded by her Ladies in Waiting, by German artist Franz Xaver Winterhalter.
The puzzle is like NEW, with all the pieces SEALED inside the original plastic bag. The box is in excellent condition, with just some creases and minor stains in the base.
