This is an old puzzle and rare by F.X. Schmid. The title is Napoleon III Receiving Queen Victoria at Cherbourg, by Jules Achille Noël. The title in the box appears only in German and is Besuch der Englischen Königin in Cherbourg, August 1858.

The puzzle is NEW, with its original FACTORY SEAL. The seal has wrinkles and dirt, but it remains in place. There are minor scuffs in the corners of the box.

There is a similar 1500 piece version of this puzzle by Falcon.
